Test Support Services
eLe provides personnel and management to perform the Test Support functions at the U.S. Army Aberdeen Test Center (ATC), Aberdeen Proving Ground (APG), Maryland, as a teammate with Jacobs. ATC is one of Department of Defense’s (DOD) foremost test and training ranges supporting DOD, non-DOD, and commercial materiel developers by testing a broad spectrum of equipment throughout the life cycle, from concept through deployment. The ATSS contract team provides services to the following directorates in ATC: Automotive; Command Staff; Firepower; Test Technology; Plans and Operations; Survivability and Lethality; and Warfighter. Some support is required at locations remote from APG, Continental United States (CONUS) and Outside Continental Untied States (OCONUS).
The team perform ballistics field data acquisition support, vehicle performance support, laboratory test support, logistic and administrative support for various programs where specific tasks include: range preparation to include geodetic and exterior ballistic preparation; installation, setup, alignment, verification, operation/first-echelon maintenance, and repair of instrumentation and equipment; recording of test data and preparation of data sheets; removal of instrumentation; data analysis; report preparation; ultra-high speed and high-speed imaging, documentary photo and videography; technical graphics, multimedia, video editing; and, operation and maintenance of environmental chambers.
eLe performs automotive testing to include operating the test items while stationary and on specific test courses to obtain required data, providing maintenance of the test items and preparing technical reports on testing performed. Specific tasks include, but are not limited to, the following: acceptance, inspection, and transportation of test items; and preparation and operation of test items and instrumentation, observations, measurements and readings.
We test the network and simulate testing using/operating the following: simulation workstations; Future Combat Systems (FCS) wireframes; Server Room; Viewing Portal; After Action Review Meeting Centers; and Test Operations Control Center.
Engineering Design, Analysis and Development
Erica Lane Enterprises has a number of engineering and associated disciplines within its performance background. We have provided specific propulsion engineering and design analysis for several NASA engine design and development programs since 2002. eLe has provided engineering analysis to support the design of an Oxygen rich Staged Combustion Engine to forward a conceptual design for NASA on the 2nd Generation Reusable Launch Vehicle, Space Launch Initiative. This work entailed review and analysis including Reliability Assessment and Operability Assessment. We reviewed and analyzed the definition of the integrated engine design, the Preburner design and the Thrust Chamber assembly design.
On subsequent task orders, eLe propulsion experts developed test objectives and sequencing of test firings, developed instrumentation plans for test hardware to ensure that hardware firings yielded the needed data, assessed safety concerns during operation and assisted in formulating and planning test operations to meet test objectives.
Erica Lane Enterprises is currently involved in supporting another NASA program by assisting in the studies and development of a conceptual and then the test bed design for a lunar descent engines’ throttling injector and combustion chamber.
Quality and Safety Engineering
We have two Quality Assurance Performance contracts with Pennyrile Electric Co-Op and the Tennessee Valley Authority (TVA) to oversee the design and installation of Energy Management Systems which include the main Energy Management Control System (EMCS). We coordinate work start up and ongoing activities to insure policies, procedures, practices and methods required by Army Installations are complied with; and arrange and lead meetings to insure correct actions. eLe ensures that the contractual requirements are met during all phases of projects including management of the Critical Path Schedule; identifies discrepancies and seeks resolution; monitors and verifies that the contractors are performing work in accordance with the approved Quality Assurance Surveillance and Commissioning plans; we notify the commissioning agent of any discrepancies and seek resolutions.
Test Reporting
Erica Lane Enterprises, Inc. provides documentation support to Air Force test engineering programs. Our Technical Reports and Letter Reports for the Air Force show results of highly complex Research, Development, Test and Evaluation (RDT&E) programs. Our personnel consult with test engineers/authors, program engineers/managers, technical advisors, and commanders on the critical test content, format, organization, use, accuracy, consistency, graphic elements, layout, and appropriate documentation required in meeting Test Wing (TW) guidelines and standards for test reports, briefings, and presentations. Our primary effort is support to customers, most notably Test Wing test engineers, in the publication of unclassified and classified technical reports (TR), letter reports (LR), data packages (DP), and a range of other technical documents such as briefings, manuals, and journal articles.
Software Design and Engineering
We provide configuration management for hardware and software including baseline creation; version control and tracking; evaluation of current systems and tools; and impact/risk analysis for proposed system changes. eLe is currently providing software development for critical Army projects, including the Logistics Support Activity (LOGSA). We provide near real-time, consolidated logistics information and analysis to the Army, and many joint activities through a Web interface. Integration of logistics data in support of weapon systems maintenance, readiness, supply, transportation, equipment authorizations, asset and in-transit visibility are parts of our current applications arena. In support of the AMCOM Corporate Information Center (now G-6), we developed the AMCOM Ammunition Tracking System (AMCATS) used to track all aviation and missile ammunition on Redstone Arsenal.
